Of course because of the new format. Honestly I think they could have removed one serial letter so it's akin to something like LLL NNN.

Copying Italian plates was not a good idea. Six characters would be enough.

That too, and especially the fact that it took like 8 years for series AB (leftmost letters) to be reached. A compulsory change of 1993 plates to 2011 ones could have sped up progressing of the current plate system. Or, the 1993 system could have been kept, just the new code of Tirana being like TA or TN.
