The ones before the format used today, yes. Only Bucharest received five digits, and these DIN 1451 reflective plates came out after 1990. Before that, we had a different font.
They were available until 31st May 1993, as the current format arrived on the 1st of June, and not roadworthy starting from around 1999 or 2000.
What was the logic/numbering scheme of the old Romanian license plates?
Hard to explain. 1 to 19 was reserved for passenger cars/private cars, 21 to 29 for commercial vehicles (like vans or SUVs), 31 to 39 for buses I believe, 41-49 for tractors, though no tractor plates went past 41 for any region. So, for example, a pre-1983 license plate for Bucharest would be: 17-B 3926. 3926th car registered in the series, with the 17-B series being issued sometime in 1980 or 1981. In 1983, Bucharest issued the last four-digit plate and introduced the fifth digit (similar to present day, where Bucharest is the only county in Romania with three digits on its plates), until 1993, with the last plates issued being 2-B 59XXX, as 60000 was never reached. Due to typical Communist secrecy, the entire system isn't too well known – nor are the last plates ever issued in every county in May '93. There were plates issued for cars in Cluj with 15-CJ, even though the plates consecutively never went past 10.
Also, what now is Ilfov received 9-B license plates, but with 5 digits instead of 4.
