The 2-row plates have always been extremely unpredictable when it comes to guessing the issue dates for specific letter combinations and this is a prime example. The regular (1-row) AB-plates were issued in 2012 (with a few in 2013), but the two-row plates, although started in 2012 like the others, progressed much, MUCH slower with most appearing in 2014, but some were way later, like this Dodge... these plates were not issued until May 2017, that's 5 years after the first ones!!!

The reason is, of course, the very limitied demand for these plates. They are mostly used on classic American cars plus vehicles like VW Beetle and Transporter, Fiat 500/600/124/125/127/128, Jaguar Mark-series, Land Rover, Alfa Romeo Spider/Giulia/Giulietta/1750 etc. (motorcycles, although also using 2-row plates, have their own series with just 1 plate per set), so quite old cars, and since all cars older than mid-1976 can now also have repro-enamel plates, many owners of these classic cars choose to get the enamel plates to enhance the classic appearance.

So even if a dealer chooses to get just 5 sets of 2-row plates at a time, it may still take years to use them.
