In China, Lao license plates are the most common in Xishuangbanna, where belongs to southern Yunnan and directly neighbouring to Laos.
In central or north Yunnan, for example Kunming, where I'm based in, or the more northern places like Qujing, vehicles with plates of Laos can be still spotted but a bit rarer.
In Chinese provinces outside of Yunnan, plates of Laos are extremely uncommon. In general, vehicles with Lao license plates must be transferable in order to leave Yunnan Province and travel to other provinces in China. Under the vehicle owner’s guarantee, they can apply for a temporary entry permit（臨時入境車牌）, which allows them to stay in China for only 1–3 months before returning to Laos. This process is quite complicated, so it’s rare to see Lao license plates in other Chinese provinces.
However, within Yunnan Province, vehicles with Lao license plates can simply use a Type B driving permit（B種行車許可證） without applying for a temporary entry plate, and the vehicles do not need to be transferable. Renewal procedures can also be completed within Yunnan Province without returning to Laos.

I'm guessing that in Vietnam it's more common, i heard that Laotian or Cambodian Vehicles have 30 days to drive in Vietnamese Territory, it's uncommon, but not rare to see Laotian Plates, especially in Coaches, but in Hanoi i rarely see them. The same thing goes to Cambodia as its more common to see it in the South of Vietnam, and i'm guessing most Laotian and Cambodian Coaches are in Nha Trang since i saw them a lot in 2022, but i wasnt Plate Spotting at that time
And there's a way to not pay the vehicle import tax in Vietnam is by buying cars from Laos or Cambodia and shipping it to Vietnam,and probably add a fake Vietnamese Plate too it and thats illegal, the harder and much more expensive way is to just use a diplomatic plate from ( mainly ) those 2 countries.

I'm based in Kunming and I started to spot Lao plates here since 2019. All vehicles from Laos I've spotted are all uploaded, 6 vehicles and 11 photos. But there were another 3 times when I saw a vehicle from Laos but didn't take or save any photos.
Actually I've seen 8 vehicles from Laos in Kunming, and another 1 in another town in Yunnan (also not close to the border). Lao license plates in Kunming are just not so strange but also not common. Actually the distance from Kunming to the China-Laos border is approx. 450-600 km.
