What's the purpose of Border Zone plates? Different treatment at the border crossings?

specially to have a controll of imported american cars
& more allowment to cross to U.S and driving around border line,
are border series for
-truck border zone
-bus border zone
-taxi border zone
-handicapped border zone
-motorcycle border zone
etc..
a bit of ridiculous hehe
some weird things i know about that:
1- with this plates you are limited to drive not more than 21KM from border line i dont know how many if you are inside U.S
2- also this plates is for not waste normal series of his respective state
i mean not waste this series = AAA-00-00
& AAA-000-A
3- I saw more normal mexican plates in the U.S
than this ''border plates''
4- Baja California Sur is not a State neighbouring to the U.S and even have border series :P
5- Nuevo León state is a neighbor for the U.S (with Texas)
and do not have border zone plates (unknown reason,
probably they thinked that was unnecessary)

That sounds interesting... although I think the Baja California Sur Border Zone Plates are weird, how could you be able to not leave a 21 km zone from the border when the state doesn't even have one?
