This doesn't look like a screenshot from a video. This Range Rover might have appeared in the background of another picture, hence why it looks like that.

its not a screenshot from internet, its was very in the background like cs10kug, i couldn't get closer ,so i cut the picture , to look more closer, also i was in moving,at most pictures that i taked I was moving, I don't stop immediately in front of cars, because people look at me strangely if I take pictures, there are also many pictures that i had to cut them because people appeared next to them or in the background , yeah and the last pictures have bac quality i also know, as i said earlier, i don't stop in front of the cars anymore, i don't wanna have troubles with owners

If you are the author of the video it's not prohibited. As long as the image is clear and meets the requirements you can post screenshots from videos.

People in the background don't matter, you only need to blur the faces of occupants of the car. So you don't need to crop out people on the sidewalk. Also I can suggest that you try to keep the car in the center of the picture when you take it. Towards the edge of the picture it gets skewed, and when you crop it it looks like the picture was warped.
