It belongs to Sabeco LLC (a state owned beer company) in Ho Chi Minh City. Using a governmental plate on an expensive car like that Bentley is actually against the laws since there is a budget on governmental vehicles depends on your position in the government. It's unknown how Sabeco could get a 80B plate on a Bentley.
At the time this Bentley got spotted (2010), Sabeco wasn't eligible to issue a 80B plate. Later, chairman of Sabeco's board who is also the general manager of Sabeco got reviewed by the CPV Central Committee’s Inspection Commission and the license plate was recovered by the police. The Bentley's fate is unknown to this day.

High chance it is. Back in the 2000s-2010s, 80 plates were issued a lot to luxury cars due to the loose control of the government on the blue plates back then. It became tightened in 2017, when the Ministry of Public Security decided to recover more than 500 blue plates issued for state owned company (most of them are 80 plates) after multiple luxury cars were spotted with 80 plates. Today, the only known luxury cars with blue plates belong to the Ministry of Foreign Affairs (25 Mercedes S-Classes and 2 Maybach Pullman to transport foreign VIP of the government).
